NASSAU, BAHAMAS– The Government of The Bahamas is advancing its commitment to modernizing the public service with Cloud Bahamas, a digital platform designed to streamline financial and human resource processes. This initiative marks a significant step in enhancing fiscal efficiency, accuracy, and transparency within government operations.
Built on Oracle technology, Cloud Bahamas is an Enterprise Resource Planning (ERP) application with Human Capital Management (HCM), Payroll, and Supply Chain Management (SCM) & Procurement capabilities. Government employees can now log into the platform to access Core Human Resources, Absence Management, Health & Safety, and an HR Helpdesk.
Once fully integrated, all organizations or individuals that conduct financial transactions with the government—including employees, vendors, lenders, or third-party payment processors— will be required to enroll on the platform. Employees enrolled on the platform will also benefit from electronic salary notifications, the ability to send salary payments to multiple bank accounts, and improved payroll processing.
Since its soft launch on February 24, 2025, all Government employees have been automatically registered on the portal. Approximately 25% of the employees have signed in and are actively using the system to view annual salaries, update personal information, and apply for leave requests.
The human resources management system within Cloud Bahamas is designed to accommodate all Central Government employees and employees from the Public Hospitals Authority (PHA), the Department of Tourism, and the University of The Bahamas.
More than 100 HR professionals across the public sector have received specialized training from Oracle to help employees navigate the platform. The Government of The Bahamas continues to conduct virtual and in-person orientation sessions to assist employees in transitioning to the new system.
The current HR and payroll system, first implemented in 2000, relies heavily on manual data entry, often resulting in delays and payment inaccuracies. Cloud Bahamas will modernize these processes by seamlessly tracking leave records and benefits while improving overall efficiency in HR operations across government agencies.
The Government of The Bahamas remains committed to ensuring a smooth transition to Cloud Bahamas. As part of the implementation, a semi-monthly payroll structure is planned for all employees enrolled on the platform. Semi-monthly salary payments will not impact any third-party vendors, inclusive of unions, insurance companies, banks, or private lenders. These payments would still be made on a monthly basis. Employees opting to remain on a monthly payroll schedule will continue to have their salaries processed through the old system.
The Cloud Bahamas project team cautioned users that the old payroll system, implemented 25 years ago, is at the end of its lifecycle and has no vendor support. This creates a significant cyber security risk to the Government and its employees who choose to remain on the legacy system. In addition, those opting to remain on the legacy system will not have access to the full range of features available to employees who utilize Cloud Bahamas.
Minister Glover-Rolle reaffirmed the government’s commitment to ensuring a seamless transition for employees. “The goal of Cloud Bahamas is to improve accuracy, transparency, and efficiency,” she said. “As we transition employees into this new system, we want to ensure that all stakeholders remain engaged, informed, and supported throughout the process. Cloud Bahamas is a critical step forward in modernizing public service operations, and we encourage all government employees to sign in to the portal and take advantage of the system’s benefits.”
She further emphasized that the government remains committed to ongoing dialogue with all stakeholders, including employees, unions, financial institutions, and vendors, to ensure a smooth transition.
